I've encountered a similar problem before, and it took me a long time to solve it. It sounds like your hardware meets the requirements of Windows 11, but the installation process is still stuck. This situation is sometimes not a hardware problem, but the Windows installer itself is too strict in checking the system environment.
I finally solved it with WinBootsMate. This tool is a bit niche, but it works well.

This error means the current computer is not officially supported by Windows 11 because of missing hardware component such as CPU, Secure Boot or TPM 2.0. You can either buy a Windows 11 compatible device or install Windows 11 on unsupported hardware with the help of third-party software or manually modifying the registry during installing. It is totally up to you!
