How to fix the faulty cooling on Windows PC?

My Windows PC has been experiencing serious overheating issues lately, with CPU temperatures spiking above 90°C even during basic tasks like web browsing, and the cooling fans seem to be running erratically or not ramping up properly under load. I have already cleaned all dust filters, reapplied thermal paste, and checked that all fans are spinning, but the problem persists, so I am looking for software-based fixes within Windows, such as fan curve adjustments or power plan tweaks, before considering hardware replacement.

This is much more flexible than anything built into Windows.

Since you've already checked the hardware, I'd suggest starting with a temperature monitor like HWiNFO to get a baseline, then try FanControl to set a more aggressive cooling profile.
