How do you make scrolling active where the cursor physically is on screen in Windows Explorer

This gaming PC I have has always had a problem where if I'm in Windows Explorer and I'm scrolling in quick access, then move over to the files and use the wheel on the mouse, it physically moves the quick access side and not the file side where the cursor is. You have to click the area you want to scroll instead of it just scrolling where the cursor is. I've got a Windows 11 laptop, another Windows 11 PC at work, and a Windows PC here at home and none of them do that. Wherever the cursor is is where you're scrolling.

If you are using any specific mouse software (such as Logitech G HUB, Razer Synapse, etc.), check the settings within that application, as they might have particular settings related to how scrolling and mouse input works.
