How do you do pan/viewports on Windows 11?

I'm trying to create a 8192x 1080y virtual desktop with a 1920x1080 viewport that I can scroll around the virtual screen in.

How does Windows 11 do this? It was easy to do in Windows 7 but I haven't been able to do it since the subsequent forced upgrades.
