How do I rotate PDF pages and save the changes for free?
I have a PDF with a few pages that are sideways, while the rest are in the correct orientation. I need to rotate only those pages by 90 degrees and save the file so they still appear correctly when someone else opens it.
I usually view PDFs in Microsoft Edge, but I’m not sure whether rotating a page there changes the saved file or just the way I see it. Is there a free way to make the rotation permanent without Acrobat Pro? I’d also be interested in whether the same method can rotate every page when an entire PDF is upside down.
Thanks for any guidance.

To rotate a PDF permanently and save it in the correct orientation, use a page-rotation tool rather than a viewer’s rotate control. Preview can do this on a Mac; on Windows or Mac, PDFgear and Adobe Acrobat offer online or desktop workflows for rotating one page or multiple pages. Windows has no equivalent built-in tool for saving page rotation.
- Rotate PDF pages with Preview on Mac
Preview is the free built-in option on macOS. It works well when only a few pages are sideways or upside down.
- Open the PDF in Preview and select View > Thumbnails.
- Select the page thumbnails you want to turn. Hold Command to select multiple pages.
- Choose Tools > Rotate Left, or hold Option to choose Rotate Right. Repeat to turn a page 180 degrees.
- Select File > Save, or save a separate copy to keep the original.
- Close and reopen the saved PDF to check the orientation.
Preview saves the rotation of the selected pages without converting them to images, so their text and image quality should remain intact. For a large document or repeated page-rotation tasks, a dedicated PDF tool may be more convenient.
- Rotate and save a PDF online for free with PDFgear
PDFgear’s free online Rotate PDF tool works in a browser on Windows or Mac without an account. You can rotate an individual page or rotate all pages, then download a PDF with the new orientation saved. This tool processes the PDF locally in the browser rather than uploading it to a server.
- Open PDFgear’s online Rotate PDF tool.
- Click Select PDF File and choose the document.
- Click Rotate Left or Rotate Right to turn all pages. To rotate one page, select its thumbnail and rotate it separately.
- Click Rotate to apply the changes.
- Download the new PDF and reopen it to confirm the pages stayed rotated.
This is convenient when you do not want to install software. The saved file changes the PDF pages, rather than merely changing your browser’s view.
- Use Adobe Acrobat Online
Adobe Acrobat’s online Rotate PDF tool is another option for an occasional document. It lets you select pages, turn them, and save a new PDF; a sign-in may be requested.
- Open Adobe Acrobat’s online Rotate PDF tool.
- Select the PDF file.
- Select the pages you want to rotate.
- Click the clockwise or counterclockwise rotation icon.
- Save and download the rotated PDF.
This workflow uses Adobe’s online service, so check your organization’s document-handling rules before using it for confidential files.
- Rotate PDF pages offline with PDFgear Desktop
PDFgear is a free PDF editor for Windows and Mac that does not require an account or sign-in, making it useful when you need to rotate a PDF without Adobe. Its desktop page tools work locally and can be used offline, making them useful for large or sensitive documents.
- Open the PDF in the PDFgear desktop app.
- Open the Page tools and select the page thumbnails that need rotating.
- Choose Rotate Left or Rotate Right until each page is correctly oriented.
- Save the PDF under a new name.
- Reopen the saved copy and check the changed pages.
Page rotation normally preserves the existing text, images, and page layout because it does not require printing or converting the PDF. Saving a new copy also makes it easy to undo an incorrect selection.
- Use Adobe Acrobat Pro for professional documents
Adobe Acrobat Pro is the paid desktop option when you already use Acrobat to organize and review PDFs. Its Organize pages tool can rotate selected pages and save the result.
- Open the PDF in Adobe Acrobat Pro.
- Select All tools > Organize pages.
- Select the page thumbnails to rotate.
- Click Rotate Left or Rotate Right.
- Save the PDF as a new file and reopen it to verify the result.
To rotate a PDF and save the new orientation, close and reopen the completed file to confirm that the page rotation persists. If the document is digitally signed or has editing restrictions, check whether rotation is permitted and whether the signature remains valid.

PDFtk Server can permanently rotate PDF pages for free without converting them into images.
- Install PDFtk Server, the command-line version, and open a terminal in the folder containing your PDF.
- Rotate selected pages. For example, this turns pages 2 and 5 clockwise by 90 degrees while keeping all other pages in their original order:
pdftk input.pdf cat 1 2right 3-4 5right 6-end output rotated.pdf
This example assumes the document has at least six pages. If it has exactly five, leave out 6-end. Adjust the ranges for your document, making sure every page is included once. - For a continuous range, such as pages 3–7 in a document with at least eight pages:
pdftk input.pdf cat 1-2 3-7right 8-end output rotated.pdf
Use left instead of right for a 90-degree counterclockwise turn. - For an entirely upside-down PDF, rotate every page by 180 degrees:
pdftk input.pdf cat 1-enddown output rotated.pdf
right, left, and down rotate relative to the pages’ existing orientation. - Open the saved copy and check its page count, order, and orientation. Keep the output filename different from the original, and put quotation marks around filenames containing spaces.
The changes are saved in the PDF, so other people will see the corrected orientation. Text remains selectable rather than becoming an image. The main drawback is that the page ranges need care: anything omitted from the cat command is left out of the result. Changes can also invalidate existing digital signatures.

PyMuPDF can permanently rotate selected pages without turning them into images. Install it with python -m pip install pymupdf, then run this script:
import pymupdf
with pymupdf.open("input.pdf") as doc:
for number in [2, 5]: # Page numbers, starting at 1
page = doc[number - 1]
page.set_rotation((page.rotation + 90) % 360)
doc.save("rotated.pdf")
This rotates pages 2 and 5 clockwise and leaves the other pages unchanged. To turn an entire upside-down document around, replace the loop with:
for page in doc:
page.set_rotation((page.rotation + 180) % 360)
Open rotated.pdf to check the result. The rotation is saved in the file, and the original stays untouched.

Yes—Python’s free pypdf library can rotate selected pages and save the change permanently. Edge’s rotate control is a viewing adjustment, so it is not the right tool for saving different rotations on individual pages.
Install the library:
python -m pip install pypdf
This example rotates pages 2 and 5 clockwise by 90 degrees, leaving the others unchanged:
from pypdf import PdfReader, PdfWriter
reader = PdfReader("input.pdf")
writer = PdfWriter()
writer.clone_document_from_reader(reader)
pages_to_rotate = {2, 5} # Page positions, counting from 1
for page_number, page in enumerate(writer.pages, start=1):
if page_number in pages_to_rotate:
page.rotate(90)
with open("rotated.pdf", "wb") as output:
writer.write(output)Save it as rotate_pdf.py alongside input.pdf, then run:
python rotate_pdf.py
For an entire upside-down document, replace the selection loop with:
for page in writer.pages:
page.rotate(180)Use 90 for clockwise rotation or 270 for the equivalent of 90 degrees counterclockwise. The rotation is added to any existing page rotation.
This changes the page’s stored rotation without rendering it as an image, so text remains selectable and there is no image recompression from the rotation itself. Everything runs locally.
Open rotated.pdf in a fresh viewer window to verify the result, and keep the original until you have checked it. If the document is digitally signed, modifying it can invalidate its signature.

Microsoft Edge can rotate a PDF page for viewing with Ctrl+] to rotate clockwise or Ctrl+[ to rotate counter-clockwise. Use those controls only on the sideways pages, then inspect every page before saving any result. Edge’s documented PDF shortcuts confirm rotation, but they do not promise a full PDF-editing workflow that permanently rewrites selected pages into the original document. If you need a no-cost copy to distribute, use Print after verifying the page orientation and select Microsoft Print to PDF as the printer, saving to a new filename rather than replacing the original. Open that new PDF and check the formerly sideways pages before deleting anything. Keep the original unchanged until the new file is verified, especially if it contains forms, signatures, or bookmarks, because printing can alter PDF features. If preserving those features is required, use an approved PDF editor rather than relying on a print-generated copy.
