How do I rotate PDF pages and save the changes for free?
Microsoft Edge can rotate a PDF page for viewing with Ctrl+] to rotate clockwise or Ctrl+[ to rotate counter-clockwise. Use those controls only on the sideways pages, then inspect every page before saving any result. Edge’s documented PDF shortcuts confirm rotation, but they do not promise a full PDF-editing workflow that permanently rewrites selected pages into the original document. If you need a no-cost copy to distribute, use Print after verifying the page orientation and select Microsoft Print to PDF as the printer, saving to a new filename rather than replacing the original. Open that new PDF and check the formerly sideways pages before deleting anything. Keep the original unchanged until the new file is verified, especially if it contains forms, signatures, or bookmarks, because printing can alter PDF features. If preserving those features is required, use an approved PDF editor rather than relying on a print-generated copy.
