How can I recover data from phone that won't turn on?

A specialist could in theory pull the memory chip off the mainboard and access it. It will be costly.
Maybe try plugging it into a PC via USB and see if any response,
If Android and you had a memory card inserted you might be able to take the card out and access it with an adapter - but it sounds like that is not the case for you.
It may be work checking if by chance your phone did backup to cloud - Google or iCloud - you might have it turned on. If you had it on you might get some data back that way.
Other things - using a different cable, changing the battery in case its the battery that is gone.
