Normally after upgrade or fresh install of Windows, there are communication between Windows and Microsoft server to check for update and send possible error reporting. Try run Windows Update and download and install all updates and restart your PC and see if the problem persists?

- In this case, I advise you to open start and search for feedback and open the Feedback Hub app and report this issue, so the Windows team would be able to investigate it.
Just for test, try boot into Safe Mode and see if the problem persists?
