Normally after upgrade or fresh install of Windows, there are communication between Windows and Microsoft server to check for update and send possible error reporting. Try run Windows Update and download and install all updates and restart your PC and see if the problem persists?

device is in the domain so all the patches were regularly updated.
no we are not using any network printer, its common issue after we upgrade the device from 10 to 11,and high utilization of data can be stopped by disabling the print spooler service.

Just for test, try boot into Safe Mode and see if the problem persists?
