Has been updating for 15 minutes. I specifically force shut it down to avoid the updates

Prevent Windows from updating during your work hours. Settings > Windows Update > Change active hours. Set your typical working hours so Windows tries to avoid restarting during those times.

You do realize, forcing your machine off during an update can lead to corrupted systems.
