Hi mate, when you say you formatted the laptop how did you do it? From the control panel or used a USB with an image? Does your laptop not come with an OEM recovery option?
Have you tried downloading the latest image from Microsoft and installing it and see if it works?
Is it possible your laptop is not compatible with Windows 11? I am assuming you already had Windows 11 before?
