Focus Assist in Windows 11

Why doesn't focus assist work with Work/School accounts? Why does it seem like Windows 11 is designed for home users and not business users? I have upgraded to Windows 11 Enterprise for testing before roll out to staff and so far, I'M NOT HAPPY seems like many things on the system don't work with Work/School accounts such as focus assist, Microsoft Store, the new built-in Teams app.  What gives???
