Explorer.exe hangs switching user

Hi. I have Windows 11 on HP desktop. 32GB RAM, 2 TB hard disk. I’m getting freezes when switching from user to admin user. Explorer shows at 16% CPU and PC is frozen. After several minutes explorer goes <1% and PC works ok. Have recently reinstalled windows from USB and all updates are applied. But still getting the freezing. Any thoughts appreciated. Have run SFC, DISM, CHKDSK, memory check - all clean.
