Error when Upgrading Windows from 23H2 to 25H2
- Apr 22, 2026
Hi,
This usually happens in domain-managed environments (like schools or organizations), where upgrade restrictions or policies are applied.
Even if you try different methods (Windows Update, ISO, Assistant), the system can automatically roll back if something is blocked or not compliant.
Please check the following:
- Group Policy restrictions:
- Some policies can block feature updates or limit allowed Windows versions
- Windows Update for Business / WSUS settings:
- The device may be configured to stay on a specific version (like 23H2)
- Endpoint management tools (Intune or similar):
- These can enforce update rings or prevent upgrades
- Compatibility or driver issues:
- Check C:\$WINDOWS.~BT\Sources\Panther\setuperr.log for rollback errors
- Make sure the device meets all requirements for the target version
In school environments, this behavior is often expected if policies are not updated to allow the new version.
You may need to review or update the organization’s update policies before upgrading.
Let me know if this helps 👍

Thank you, after reviewing logs and deleting some drivers it is upgrading.
