Download Folder CONTINUOUS problem

My machine is running windows 11 with last version.

The Download Folder is stuck and not responding.

 Even after I fixed it through CMD it comes back again and again, it's a CONTINUOUS problem and started to occur after the last update for me.

So I have followed the steps in references and the problem was fixed but after couple hours it comes again.

I am currently unable to download any files, images on the internet. whether I am using Chrome or Edge the problem is there.
