Do you want to allow this app to make changes to your device?
Didnt find anything via google, sfc scannow didnt solve it, tried to change all possible settings. Do you have an idea?
It's reproducable. I have two testwindows, one of those has a reg-file in it. Can be an empty reg-file, it's only important that you get the windows-question "Do you want to allow this app to make changes to your device?". This message shows up on top of a blurry picture of your desktop, so your actual screen is gone for a moment, and you are returned to the original screen after accepting or not. So, when you execute the reg from the window in the foreground, you see that the window from the background moved foreward after you return from the question. Please look at the screenshot. Folder test 1 was in the background and should still be.
/edit: Has nothing to do with reg-files. You can also copy a textfile into a systemfolder. As long as the message pops up, the bug will happen. Win11, freshly installed, Windows Updates uptodate, GPU Driver uptodate and installed the correct way, explorer-patcher, went through the settings like Atilla the hun.

Based on your description, this could be a bug in Windows 11's UI layer, especially if it’s reproducible in a clean environment. If nothing works, consider repair installing or resetting Windows as a last resort.
