Creates a permanent "Oil Slick" rainbow under the glass on Windows PC

I recently noticed a strange permanent rainbow-colored oil slick effect appearing under the glass layer on my Windows PC monitor, and it will not wipe off no matter what I try. This discoloration seems to be under the screen surface itself, and I am wondering if this is a known hardware defect or if there is any software fix that could address it.
