Crash when trying to "add an app" in "Wheel" (Surface Dial) settings
Open Settings and browse to Network & Internet, then Advanced network settings, then Data Usage.
From the Data usage screen, type "wheel" and choose Wheel settings in the Find a setting box (under your profile pic).
Wheel settings should now be stable for this session.
If you exit the settings app, you need to repeat these steps, even if you haven't rebooted.
Hope this helps until a fix is rolled out.

This sort of works for me. I can add an app and customise the shortcuts. However when I use the dial in those "customised" apps I only get access to the default shortcuts, not any customisations. It is really frustrating. I had shortcuts for quite a few apps and used them all the time. Since updating to a Surface Pro 8 with Windows 11 (which I really like by the way) my Surface Dial is next to useless. It's sad given that it's all Microsoft's own hardware. They don't seem in a rush to issue a fix.
UPDATE 7 April 2022. I finally decided to contact Microsoft Support on this issue. They have very kindly decided to send me a replacement Surface Dial. They hope that it will show if it is an issue with the dial itself or a software compatibility issue with Windows 11. My feeling is that it is the latter but we will wait and see. I'll try to post an update once I receive and test the new Dial.
UPDATE 13 April, 2022. So...my replacement Surface Dial arrived today. I removed the old device and paired the new one. Basically there is no change. The settings app still crashes and I can't make per app customisations (even using the obscure workaround in this thread) which is frustrating. I did notice that the new device "inherited" existing settings from the previous dial. There did not seem to be any way to delete the old settings and start totally from a clean state (unless someone can enlighten me). I then decided to set it up on my wife's SP7 running Windows 10 and guess what? It works perfectly! Settings app doesn't crash. Sets up per app customisations. So it really does seem to be a software compatibility issue and there is no indication as to when (or if) a fix will be issued by Microsoft. So it looks like the waiting game. Here is my official reply from Microsoft support:

There is a chance that some features are not working in Windows 11 since it works perfectly fine on Windows 10.

DeepStuff I think the sad reality is that there is little we can do. We just have to wait on Microsoft to issue a fix and I don't think it is a particularly high priority for them. The Surface Dial is a bit of a niche piece of hardware and I don't think it has been widely adopted. Personally I love the thing but I know others have had mixed feelings. As it stands I have actually purchased a gaming mouse with programmable buttons in the hope that I will be able to replace at least some of the functionality that I was enjoying with the Surface Dial.

after i did what you suggested, I was able to get into the "add an app"
once i selected the app that i wish to app, the windows crashed again.
so i tried the same step again, except this time, the wheel setting crash immediately once i clicked it.
doesn't even let me change the default dial setting now.
even after the reboot, seems the the wheel setting menu is permanently bricked now.

Exact same thing happened to me when I try the fix. Hopefully MS will patch this soon. om500
edit: I was an idiot. I didn't click on the data usage before I search for the wheel. Once I did that it is fine. Make sure you select data usage and click into it before you search.

Confirmed, after selection of app in "Add an App" page, the settings will crash; however, ...
GOOD NEWS: The app will now appear in the "App Tools" list at the bottom of the Wheel settings page and can be customized.
- CraigH1Dec 22, 2021Copper ContributorI was able to play with this last night. Set up a couple adjustment brushes for On1 PhotoRaw in the wheel. I was able to use to use it as intended. It isn't a Loupe Deck, but I didn't pay anything close to the price of a Loupe Deck. So far so good. Going to try some other programs in between the holidays.
