Computer Boots Normally Only After Multiple Power Cycles

My computer will not boot on the first press of the power button, and I often have to cycle the power several times before it finally starts up normally. Once it eventually boots, everything works fine, so I am trying to figure out whether this is a power supply, motherboard, or BIOS setting issue.
