For enabling 10-bit color, using the dedicated graphics control panel is often more reliable and is sometimes the only way to enable it. Your monitor must also support 10-bit color to use this option.

This usually refers to your display color depth, not Windows architecture.

Right-click your desktop, go to Display settings > Advanced display and check the "Bit depth" dropdown there for higher options like 10-bit. Your GPU and monitor both need to support it.
