Can't extend the screen timeout on Windows 11? It always turns off after 3 minutes.

The system screen timeout is set to 15 minutes, but the screen still turns off after only 3 minutes. I have tried adjusting all relevant options in the power plan settings (including timeouts in advanced settings and hardware-related parameters), but none have worked. I am seeking a permanent solution.
