Can't access settings despite being admin

Hello,

I'm having a problem about half a year after updating my Windows 10 to 11. Whenever I try to access Windows settings like 'Windows Defender Firewall with Advanced Settings' or the 'Device Manager', I get this prompt: 

Despite trying for days, I haven't been able to figure out what could be causing this problem? I'm using the admin account (there are no other accounts), so I should have and used to have access to all the settings I need. This is making the use of my computer very inconvenient since I need access to those settings fairly often.

Anyone have idea what could be causing this?
