Cannot sign into windows no internet access asking for new pin to sign in

Here is the issue. I cloned a drive to put in a new system for my parents. Windows is saying I need to make a new pin. But it requires a internet connection. I can’t do this because the new computer network drivers are not installed. What am I supposed to do? When it is connected to the internet you are given pin or password options. Right now I need to assign a pin but it need internet access…
