Cannot manage virus and Threat protection settings
It says, "this setting is managed by your administrator."
while answering please refer to this:
this is a screenshot after I have logged in with administrator.
I have searched for any programs which might be causing this issue, but I couldn't find any.
I haven't even found any threats.
So why is this issue being caused?

If you've used any third-party AV previously, make sure it completely removed using its dedicated uninstall tool.
Alternatively, you can use RSoP, to verify if there any GPO's enabled to restrict these settings. You can revert them to Not Configured to resolve it.
If you system connected to work/school account, your IT admin can help with GPO to resolve issue.
Does the computer belong to a domain organization? If yes, the behavior is different normal PC users.
