Can the Windows 11 taskbar be fully customized?
Can the Win11 taskbar freely adjust icon positions, sizes, or hide system icons? How can this be set up, and are there any third-party tools to recommend?

It's not really feasible; you'll have to use third-party software to achieve that.
By default, Windows 11 doesn't allow you to freely move individual icons around the taskbar or resize icons directly. The icons are typically fixed in their positions, with some limited customization for grouping or alignment. You can change the taskbar alignment (left, center, right) through Settings, but free repositioning of each icon isn't supported natively.
The customisation options for the Windows 11 taskbar are limited; advanced customisation can be achieved using third-party tools.
