Yes. I just did that three days ago on my Windows 10 Pro laptop. All personal files and apps are still there after upgrade. However, you need to apply some tricks to do this. Here is the trick that worked for me:

It is intended for users who want to do a fresh install of Windows 11 but want to keep all their data and software. Official tool to keep all files, apps and settings stable and reliable for Windows 10 or for those who already have Windows 11 and want to reinstall it.
How to fresh install Windows 11 with losing data:
Step 1: Download Windows 11 Installation Assistant: Go to the official Microsoft website: Windows 11 download page.
Step 2: Double click Windows11InstallationAssistant.exe to open the Installation Assistant. If prompted for User Account Control (UAC), click Yes to allow the change. The Installation Assistant will begin detecting if your computer meets the Windows 11 requirements.
Step 3: You will see a prompt that says "This PC meets the requirements for Windows 11". Click "Accept and Install" and the Windows 11 Installation Assistant will automatically download the files required for Windows 11 (approximately 4GB).
Step 4: Wait for Windows 11 to finish installing Your computer will automatically reboot and enter the Windows 11 installation process. The entire installation process will take about 30-60 minutes and your computer will reboot several times. Once the installation is complete, all of your files, applications, and settings will remain, and Windows 11 will be "clean" but will not affect your personal data. This is the best way to fresh install Windows 11 without data loss!
