bug- windows keeps adding more languages to the keyboard

Hello.

For a long time now I have this bug in my computer where more languages keep getting added to my keyboard layout without me adding them. not only that, but they don't appear in the Language & and region setting- they just appear in the toolbar (pictures attached below). however they still get selected when I press alt+shift to change languages which really disrupts my work flow.

I have tried multiple fixes that I saw online, including adding and removing the extra language options, but even after I remove the extra language options they still come back after a few hours, and I have no idea why.

Has anyone encountered this bug? anyone have an idea on how can I permanently fix it? I am tired of it returning constantly.
