Audio issue with repeat metalling tone while playing

In System > Sound > Properties > Output settings > 

Changing The selections of 16bit 8000 / 16000 / 48000 Hz

The 8000 Hz range plays fine (or I don't hear the tone) but the 16000 Hz / 48000 Hz plays a repeating metalling tone, 16000 Hz at every 5-6 seconds, fainter tone and 48000 Hz every 2 seconds, is this a known issue?

While running the windows troubleshooting it plays an audio sound, and there is no metallic tone while it plays, and it doesn't find any issues and all drivers are updated. 

Also, going into Sounds settings, playing the Sound Scheme: Windows Default sounds, all of them are wav files, none of them play a metallic tone while they run. 

That led me to think it's a decoder issue., rather than a physical jack issue, which is odd because my other headphone don't play any repeating metallic tone when connected. None of the headphones have audio issues when connected to other devices, like my phone.

Is there any solution to this audio issue?
