After shutting down Windows 11, touching the mouse automatically turns it back on.

After the system completes the shutdown process (screen turns off, fans stop spinning), a slight touch on the mouse or keyboard triggers the computer to automatically power on. This suggests the device may not be fully powered down or may have an external wake-up mechanism. Verify whether this is caused by system settings, hardware driver issues, or persistent power consumption.

The behavior you're describing—where the system powers back on after shutdown with minimal interaction—can be caused by several factors, including system settings, hardware configurations, or driver issues.
