After recovery on windows 11 computer cannot set up a pin

I am selling my 2020 HP computer and did a full recovery to removed my personal files and apps.  It seemed fine til I got to "set up a pin" for a new one.  It refuses to take more than 4 pin characters and then it won't let me type anything in the second line.  And tells me they don't match.  It won't let me click on include numbers and letters.  Since I have never gone into settings here yet, not sure what to do.  Did turn it off once, wait and turn it back on and it went straight to same screen.  I don't know if I can try turn off/turn on a few times til get to some new screen that will help so don't want to try yet.
