After enabling Auto-hide on the Windows 11 taskbar, applications cannot bring up the taskbar

After enabling the taskbar auto-hide feature, when using windowed full-screen applications such as emulators or AMD Software, moving the mouse to the bottom of the screen does not bring up the taskbar. I have tried common solutions such as restoring the system to factory settings and disabling NVIDIA in-game overlay, but none of them worked. This issue occurs in both the 23H2 and 24H2 versions. Is this how Windows 11 is designed to work, or have I configured something incorrectly?
