Activate Windows 11 after hardware change

I was running Windows 11 Home on Parallels (Virtual machine on MacOS) using a digital license linked to my Microsoft account. The installation got corrupted, so I had to create a new VM. The Parallels installation now insists that only Windows 11 Pro will work on Parallels. After consulting with Microsoft support, I was told to buy an upgraded license for (Home to Pro costing $99), which I could do using any Windows 11 Home machine that is linked to my Microsoft account. After installing Windows 11 Pro on my VM, I am not able to activate the product. I have made multiple attempts to reach Microsoft support, but only get to to page where it says give us your phone number and we will call you back. No call back.

I had a valid Home license and paid $99 for upgrade to Pro.  So how can I activate my product???
