"Access Denied" error when opening a PDF in Word
There is an issue where sometimes, a PDF file delivers a "Access Denied" error and at first, we are tempted to attempted traditional methods to attempt to open such a file. This problem usually stems from file permissions and I will attempt to create a discussion here on understanding permissions regarding this issue. We use PDF files in our lives both at home and professionally as we do MS Word files, more now even with the Office365 options we have an the cloud with our OneDrives, SharePoint and other applications and programs.
This article has screenshots to help understand the problem and solutions.
Step 1
Look to see if the file might be blocked at the 'file permissions' level which we can see in the "General" tab from the file properties window show below:

To keep users AND computers safe as well as their files safe.
For our safety Windows sometimes restricts downloaded or shared files.
If this is the case, close Microsoft Word and from the 'General tab', look for the Security section at the bottom where you will find an 'Unblock' option.
To Unblock the file, check/click to fill the Checkbox beside the 'Unblock' section.
Sometimes a file that is blocked can be malware or a trigger as a virus, especially if it is from an unknown user and unblocking the file will allow you to access the file, maybe, allow the file to be encrypted by malware or a virus. This security precaution will notify your anti virus and Windows Defender as well as Windows Firewall however, please take this seriously if the file is downloaded and it's ownership is not trusted or not known, or anything which makes you ask "should I unblock this file?".
Step 2
Check the Security of the PDF file while it is in Windows Explorer
If you are not the owner, use the File Explorer file menu options and retain full Ownership of the File
Your user account might not have full permission to modify or read the file.
- First, Right-click this PDF file in File Explorer and go to Properties.
- Switch to the Security tab and click Edit.

- Click Add
- Type your current Windows username
- Click Check Names.
- Select your user from the list
- Check the checkbox for Full Control.
- Click 'Apply'
- Click 'OK'
Step 3
Check the file for encryption or restrictions
Some PDFs are locked by the creator, preventing editing or conversion in Word.
Adobe Acrobat Reader or the web browser are dedicated viewers for PDF files.
If it opens using the recommended Adobe Acrobat Reader, then check 'Document restrictions' in the file properties window.
When some 'Document Restrictions' are selected as 'enabled', Adobe Acrobat Reader can cause PDF files to not open under some restrictions.
Verify Restrictions in Adobe Reader
If you open the file in Adobe Acrobat Reader, you can check exactly what is blocked:
- Open the PDF in Adobe Reader.
- Click File in the top menu and select Document Properties.
- Click the Security tab.

- Look at the Document Restrictions Summary list to see what is allowed or forbidden
NOTES:
- Make sure you have Adobe Acrobat Reader / Viewer from Adobe AND your browser is setup with an Adobe-On to read and view
- Make sure you an a licenced copy of the Microsoft Office with MS Word on-premise or through a Microsoft365 subscription or Office365 subscription
- Get the Password: You need the "Permissions Password" (different from an Open Password) from the original creator to remove these restrictions.
- Use a Browser: If printing or viewing is allowed, opening the PDF in Google Chrome or Microsoft Edge will usually let you read it without errors.
FIX Information:
Downloading Adobe Acrobat Reader will likely solve your problem immediately. Word tries to convert PDFs into editable text, which often triggers "Access Denied" security blocks if the file is restricted or protected. Adobe Reader bypasses this because it is designed specifically to read, not modify, PDF files.

- Bypasses Word Blocks: It circumvents Word's strict Trust Center and file-handling policies.
- Identifies Security: It will instantly tell you if the PDF is password-protected or encrypted.
- How to Install It Safely
- Download from recognized authorized Adobe safe site
- Uncheck any optional offers (like McAfee Antivirus) before clicking download.
- Run the installer and set it as your default PDF viewer when prompted.
Artificial Intelligence: Use Microsoft Co-Pilot for help:

You can ask it to summarize the PDF, rewrite sections, or extract text for you. This completely bypasses your MS Word "Access Denied" error because Copilot reads the file through the cloud rather than your local system permissions.
