Windows10 Pin to Start option missing for certain executable files
When you right-click certain .exe files, the Pin to Start option is missing from the context menu. This option is available for other applications and shortcuts. Moving the executable file to another folder does not restore the option.

Run Command Prompt as an administrator and execute
ie4uinit.exe -show
to rebuild the Start menu shortcut cache.
Be cautious and back up your registry before making changes.
