Windows 10 service is not using proxy pac configured on IE

Hi expert,

our windows 10 endpoints are all corporate domain joined. Proxy pac is configured on IE settings. We found out this particular windows service called "Microsoft Account Sign-in Assistant (wlidsvc)" is connecting directly to firewall without using our proxy server. All other services will use proxy server as per normal. 

My question is about how do we force all services, applications on Win 10 to force use proxy pac?
