Windows 10 accidentally disabled all startup items, causing the system to fail to boot.
After accidentally disabling all startup items (including system services) under the “General” tab in msconfig, the computer failed to boot normally (PIN login became invalid). Upon entering the troubleshooting command prompt via Shift+Restart, attempting to run msconfig resulted in insufficient permissions. Seeking the secure operation path to restore startup items.

Turn it on and, as Windows attempts to load, force shutdown (hold the power button) 3 times to trigger Automatic Repair.

Power off your PC forcibly (hold the power button) and then turn it on.
As Windows begins to load, interrupt the boot process 3 times (force shutdown during startup) to trigger Automatic Repair.
Alternatively, use Shift + Restart from the login screen or Start menu to access:
Troubleshoot > Advanced options > Command Prompt

Once in the Command Prompt, you can attempt to restore system configurations: Run System File Checker (SFC)
