Power off your PC forcibly (hold the power button) and then turn it on.
As Windows begins to load, interrupt the boot process 3 times (force shutdown during startup) to trigger Automatic Repair.
Alternatively, use Shift + Restart from the login screen or Start menu to access:
Troubleshoot > Advanced options > Command Prompt
