Question about Windows E3 license or Having E3 SA as Select Plus, not CSP change to LTSC

Question

Anyone who knows if customer have its own Windows 10 E3 License or Having E3 SA as Select Plus, not CSP, is it able to use ltsc version.

If yes, how can they use it? Is it able to download from vlsc or do you have any way to change using group policy? Please help us.
