Question about Windows E3 license or Having E3 SA as Select Plus, not CSP change to LTSC

Anyone who knows if customer have its own Windows 10 E3 License or Having E3 SA as Select Plus, not CSP, is it able to use ltsc version. If yes, how can they use it? Is it able to download from vlsc...
