How can I set MFA when I login to my PC except Windows Hello for Business?

I want users using Windows 10 to login their PC with MFA.

I check the Docs about Windows Hello for Business but it cannot force the user to login their PC with MFA and they can choose using Windows Hello for Business or password by their own decision.

 

Are there any Microsoft solution to force users to login their PC with MFA?

Can ADFS or ADCS do this?

      But I cannot realize this because it is set MFA after the user login to their PC by the article.

       

      I think I cannot set MFA when the user login to their PC by only Microsoft's solutions.....
