Fresh Install of Win10 BSOD before beginning

I recently pulled out my old desktop and decided to set it up. I had to install an M.2 I had because I pulled the old one and put it in my laptop. Long story short, I pulled the battery on the board and cleared the CMOS, installed the drive (it was formatted, allocated, and not encrypted) downloaded the latest media creation tool from Microsoft and began installation. I entered the bios, set it to boot from the USB that contained the Win 10 software, set it to UEFI and saved the settings. Once it restarted I came to the MSI load screen and then went to a very delayed windows logo. After a spin and a half on the load wheel I get the BSOD that reads,

 

Stop Code: PAGE FAULT IN NONPAGED AREA

What Failed: WimFsf.sys

 

I am stuck at this point. There is no windows OS available anywhere on the drive. This is not a reset or fresh install over an existing OS. It is a fresh install on a formatted drive. I want to be clear on this because I have researched the problem and many people try to point the user to the command prompt, which is not possible from the bios; the bios is the only thing accessible. If you can tell me something different then please do! I went to a different M.2 just to rule out the idea that the drive could be faulty, I had the exact same error. Being as the CMOS was cleared and that both drives were formatted and allocated for space, I cannot understand what the problem is with this installation. I have built several computers over the years for myself and others and I have never encountered this kind of install error before. I don't know what else to do. Specs:

MSI x570 Gaming Pro Carbon Wifi; Ryzen 7 3800x; 16gb Corsair Vengeance RAM; EVGA RTX2070. The two drives I tried were a Crucial MX500 SATA M.2 1tb & Samsung 970 EVO NVMe M.2 2tb
