Hi, happy to report that for me this issue is now resolved. I contacted MS support via the "Get Help" link in the window where you check your updates.
They told me to download and run the upgrade tool you can find here: Download Windows 10 (microsoft.com)
You need to upgrade your windows 10 to windows 10... Weird, but I must admit that it solved my issue. Takes a while (+/- 1 hour) though. After that all updates including KB5001391 installed successfully. Also best to run a disk cleanup afterwards.
So far, everything seems to be fully functional again.
Definitely worth a try!

I have been working on this issue on my husband's computer since April 2021. He had Win 10 20H2 and none of the cumulative updates would install. I tried everything I could think of. I even called a local repair shop. The tech got on remotely and said the hard drive was defective. I know enough to recognize a sales job when I hear one (Fortunately, there was no charge for the "diagnostics"). Then I saw your post. I ran the upgrade tool to which you refer. It took several hours but HOORAY his computer is now on version 21H1 and is up-to-date. Thank you so very much. I did try running the update tool and when clicked Update Now it downloaded the 9252.exe which I double clicked. I got the message "Thank you for updating to the latest version of Windows 10". The only other option I had is to click Exit. I am using the latest Windows 10 Pro Build 19042 already. The update which installed successfully was KB4023057.
It has nothing to do with old hardware. The problem I am having is on my Skylake Core I3 PC with 24GB ram. I managed to update KB5021330 on my nearly 10 years old AMD Phenom II PC with only 8Gb of ram running Windows Home build 19042.- DeletedMay 10, 2021Hi if you have installed KB4023057. then you probably have installed KB5001391 most often install simultaneously because you use the same environment! Check the update history and at the very bottom will be : other update - expand and there will be visible!
- Wingy10May 10, 2021Brass ContributorFrom Update History I noticed that KB 4023057 was installed successfully on 6 March and 21 April 2021 - yes the same KB on both occasions. So I am puzzled why KB 5001330 and KB 5001391 won't install. The error message says I am missing certain files but don't say what files. I also downloaded them from Microsoft Catalog and tried installing them manually but after initiation the updates just won't install. Cleaning up the SoftwareDistribution folders and start again also won't help.

I solved this issue by reinstalling Windows 10 using the media creation tool https://www.microsoft.com/software-download/windows10

Great news! But I ask if you downloaded only the update for the system to the latest version from this site before?
Using the media installer is a lot of work! Sometimes, downloading only the upgrade directly is sufficient.
- FlorLopezRMay 10, 2021Copper ContributorYeah I did,. It is not, it was actually really fast. It took a lot of time installing windows again (more than 3 hours), but after reinstalling, I could install this latest updates and others that I hadn't been able to install for months.

FlorLopezR I´ve done this procedure right now, with the same ISO file of my build..everything went fine, and now DISM says that there are no corrupted components anymore. But this didn´t resolv problems with windows update and windows antivirus. I think that something wrong in the last update

- FlorLopezRMay 10, 2021Copper ContributorIt did resolve the windows update problem for me. What I did was downloading the media creation tool again from this site and instead of updating, I just installed Windows 10 again.

I would add that now I installed KB5001391 on an old computer that has 2G RAM and the old processor there were no problems so it is not a matter of hardware quality!
I wonder why you're doing forcing updates as your system works fine!

I have to protest because KB5001391 is a preview of the cumulative update and is optional i.e. you forced it to download and it is not as you write normal use of the computer does not download optional updates = which are additional and require
proper environment to install for some reason your computer does not provide it!
