Universal Print Billing, and Microsoft 365 Education A3

I am confused about the feature set for Microsoft 365 Education A3. On this page...

Microsoft 365 and Office 365 service descriptions - https://learn.microsoft.com/en-us/office365/servicedescriptions/office-365-platform-service-description/microsoft-365-education

The huge table of included features, says at the bottom that:

  • (Note 13) M365 Education A3 (staff) - Universal Print is included
  • (Note 14) M365 Education A3 Student Use Benefit, included but zero print jobs.

Looking at the service description for Universal print, it doesn't explain what "included" means for staff.

Does this mean that Universal Print is free for staff in the A3 plan, or just that a certain number of universal print jobs are included per month for staff?

It means that only A3 and A5 licenses contribute to the pool of available print jobs in your tenant. Each license adds 5 print jobs to the pool per month. For example, you have

    50 x A3 licenses = 50 x 5 = 250 print jobs
    30 x A5 licenses = 30 x 5 = 150 print jobs
    3200 x Student Use Benefit = 0 print jobs
    Total print jobs per month for the tenant = 250 + 150 = 400

So, every user (students, faculty, staff) will be licensed to use Universal Print, however only A3 and A5 licenses will contribute to the total print job pool. You can see that Student Use Benefit licenses do not count toward the pool if you check the subscription of a such a user, it will show Universal Print without feeding.
