Technical requirements for webcam drivers to appear in Teams

What are the technical requirements for webcam drivers to allow a device to be populated in the video device list in Teams?

Does it require code signing? WHQL certification?

Specifically I am looking at getting virtual webcam software output to become available in Teams. It appears in other applications but for Teams (and Store-App Skype) it does not appear. I am assuming this is due to some level of security screening being done against the device driver.

We want to use this technology to overlay copyright and other text onto the cam stream.
