TeamsBotInstallation.SendMessage - mention a user
I'm trying to send a proactive message that mentions a particular user. I'm already able to send adaptive cards via TeamsBotInstallation.SendAdaptiveCard but I just want to send a basic message now.
Something like "@X, please provide an update".
I've also managed to send a Mention via ITurnContext.SendActivityAsync but I don't have access to that at the proactive messaging stage.
Any help is appreciated.

mattphillips - Teams doesn't support sending proactive messages using email or User Principal Name (UPN).
