Microsoftmattphillips - We followed this step-by-step guide (Build notification bot with JavaScript - Teams | Microsoft Learn) and set up the notification bot sample in VS Code using Teams toolkit and its working fine at our end while debugging locally.
Could you please provide repro steps how you are publishing this to IIS and Teams org ?
