Hello Garrykevin, we tried uploading the app and it is working fine from our end. However it may take 3-5 business days for the app to be visible in publish to org page.

I had the same problem with uploading an app from a vendor. Upload successful but did not appear in the list. Could not upload again. I went to Org Wide Settings, and turned on the "Third-party apps" slider, but not the two below it. That seemed to do the trick, or the latency period was coincidently up. I can now see my app.
