Localized manifest values not shown when installing app

I have localized my Teams App manifest and I am testing the localized version by changing the Language in Teams.

I then go to upload my app zip file. 

In the dialog where the app details are shown, they are in English instead of the updated language.

I know that the localization is correct, because once installed, these values show in the correct language.

Is this intended behaviour?
