Daniel_Levy - We tried the below scenarios, and it is working fine at our end.
- Importing app package with above shared manifest via dev portal and then preview in Teams
- Directly uploading the app package through Teams web client

can you share which additional files you used in order to upload the app package?

- I have added outline and color files along with above shared manifest. Attaching the package below.
- Teams app web client -> Apps -> Manage your apps -> Upload an app -> Upload an app to your org's app catalog

I couldn't preview after import to the developer portal,
but the following steps worked for me:
1. upload the app from "Manage your apps"
2. import the same zip in the developer portal
3. managing the bot from developer portal (since I needed to add endpoint/client secret etc).
4. preview in teams finally worked!
