It seems that your question got cut off after "(not", can you please share your exact requirements once again?
My logic is I'm in channel including 5 members, when I send a command like "Message All Member" or another one, the MS BOT will send private message for each user (It appears as a chat between bot and user not in channel)

tuannh - We tested the sample and as you mentioned the bot sends private message to each member of the team. It appears as a chat between the user and bot.
