Where is the Communications Site Template?
I have been looking for the Communications Site template and cannot seem to find it. Does it need to be added problematically or do I need to activate it somewhere in the Admin area? Ultimately I want...

Please refer Microsoft documentation below.
https://support.office.com/en-us/article/create-a-communication-site-in-sharepoint-online-7fb44b20-a72f-4d2c-9173-fc8f59ba50eb
or append your root Sharepoint URL with below ā/_layouts/15/CreateGroup.aspx" and you should be able to create communication site.

How about creating a site collection with the Communication Template to start with. J Waynne mentioned that it should be in my list of available templates and I should submit a ticket. Obviously if it was in my list I could create the collection and apply it then. Maybe using PnP and creating a new site collection instead of a site with the Communication Template would work for now? Any restriction on that?

AFAIK the only way to create a Communications Site is through the "Create Site" link on SharePoint Home.

It should be working for Comm sites or Team sites. According the the cmdlet response, it is setting it as a hub site. Even if I unregister it as a hub site, that works too. But, without the top navigation of the hub site, I guess it doesn't matter what Powershell tells me.
